May a teacher is teaching by using English Language (full English) without using mother tongue?

Not always full English, see the condition and situation of Indonesian’s students. If the teacher an English language in Indonesia, he or she of course using mother tongue to explain his or her student if his or her students didn't understand about English (difficult to understand word or something like that). But if a teacher an English language is teaching foreign student, of course that teacher using full English in talking about English except acceleration class with high IQ, of course a teacher use full English. in Indonesia, if a teacher is teaching in the class use English Language, the students that is smart, can more smart than the students that is rather stupid. So, a teacher must balance to talk with mother tongue in order to his or her students get understand about English.

Which one is better between English by Native Speaker or Teacher?

Depend on background the native speaker-self. If native speaker is a teacher, of course, native speaker be able to teach English well includes speaking (pronunciation), reading, writing, and grammatically. And if we talk English as natural language so native speaker will be the best one because of course, the origin speaker (native) speaks naturally since language is arbitrary symbol (how language is built). But if native speaker is not a teacher, can be say worker, nurse, and the other, native speaker can’t teach well even thought they are the origin speaker and not all native speaker can speak English language well. Like native speaker in Indonesia, not all they are can speak Indonesia language well. But if we talk language as mean of communication and teaching only and used English Language in Indonesia, for instance so English by teacher could be better as the aim is for communicating only means as far as understandable each other.  

Consideration:

Not all the native speaker can speak English language well (depend on their background) but a teacher of course can to be a native speaker even thought is not perfect (pronunciation).

There are 3 classify: beginner, advanced, and expert. For beginner it is better study with teacher, but for advanced and expert it is better with native speaker. For beginner need more understanding before continue to real conversation and need a teacher first to understand English. For advanced and expert more need the real conversation because if I see in pronunciation aspect, native speaker is better in pronunciation and phonological aspect. But for all of classify, they will more easy understandable English by teacher. For me, native speaker isn't one better than a teacher. because teacher is easy to more understanable in teaching.
